Extended Producer Responsibility (EPR) is no longer a future obligation for Indian businesses — it is a present legal requirement with real penalties for non-compliance.
The Environment (Protection) Act and its subsidiary rules now mandate that producers, importers, and brand owners of plastic packaging, electronic equipment, batteries, and tyres take responsibility for the end-of-life management of their products.

Which businesses are covered?
EPR obligations apply to producers and importers of plastic packaging materials, electronic and electrical equipment manufacturers and importers, battery manufacturers and importers, and tyre manufacturers and importers.
If your business generates waste in any of these categories — even as a downstream user — you have an obligation to ensure it is channelled to an authorised recycler.
What documentation do you need?
At minimum, your EPR compliance documentation should include: collection certificates from authorised collection partners, recycling certificates from CPCB-registered recyclers, material weight records by category, and annual compliance filings with the relevant authority.
Without this documentation, your business is exposed to regulatory penalties, potential operational shutdowns, and reputational risk with investors and auditors who are increasingly scrutinising EPR compliance as part of ESG due diligence.
The APPCB connection
In Andhra Pradesh, EPR-related waste must flow through channels authorised by the Andhra Pradesh Pollution Control Board (APPCB). This means your waste vendor must hold valid APPCB authorisation — not simply be a registered GST entity.
Most informal scrap dealers in AP do not hold APPCB authorisation. Using them for EPR-covered waste categories does not discharge your EPR obligation, even if you receive a receipt or informal acknowledgement.
